Registering an Out-of-State Vehicle in California: A Guide for New Pasadena Residents
New job at JPL? Starting at Caltech, ArtCenter, or PCC? Just moved to the San Gabriel Valley with your car still wearing another state's plates? Welcome—and heads up: California gives you a firm deadline to get that vehicle registered, and for most cars the process starts with a smog check. Here's the whole path, in order, with the pitfalls that trip up newcomers.
The Deadline: 20 Days
Once you become a California resident (or bring your vehicle into the state as a resident), you have 20 days to register it with the DMV. Miss the window and penalties start stacking on top of your normal registration fees. "Resident" kicks in faster than many people think—taking a job, renting a home, or enrolling in a California school all count.
Step 1: Get the Smog Check First
Most vehicles need a smog inspection from a California-licensed station for their first registration here—regardless of the vehicle's age or how recently it passed an emissions test in your old state. Out-of-state test results don't transfer. The requirement covers:
- Gasoline vehicles, model year 1976 and newer (hybrids included)
- Diesel vehicles, model year 1998 and newer with a GVWR under 14,001 lbs
Exempt: motorcycles, electric vehicles, gasoline vehicles 1975 and older, and brand-new vehicles with fewer than 7,500 miles (more on that rule below). Full details in our guide to California smog check exemptions.
Do this step first: the certificate transmits to the DMV electronically and stays valid for 90 days, so having it done before your DMV visit means one less round trip. The inspection itself takes about 15 to 20 minutes.
Step 2: VIN Verification
Out-of-state vehicles also need a physical VIN verification—an inspector confirms the vehicle identification number matches your paperwork. This is done at a DMV office, by the California Highway Patrol, or by a licensed vehicle verifier. Note that smog stations don't handle VIN verification unless separately licensed for it, so plan for this as its own stop (the DMV can do it during your registration appointment).
Step 3: The DMV Appointment
Bring your out-of-state title (or current registration if the vehicle is financed), a completed Application for Title or Registration (REG 343), proof of insurance, and payment for fees. With the smog certificate already in the DMV's system and the VIN verification done, most new-resident registrations wrap up in a single visit. Book the appointment online—walk-in waits at LA-area DMV offices are the stuff of legend.
The 7,500-Mile Rule (Buying, Not Moving)
One trap worth knowing about: California treats any vehicle with fewer than 7,500 miles on the odometer at purchase as a new vehicle. A new vehicle certified only to federal (49-state) emissions standards generally cannot be registered in California—it must be California-certified. So if you're shopping across state lines for a nearly-new car, check the emissions label under the hood before you buy.
The good news for movers: if you're relocating to California and the vehicle was already registered to you in your previous home state (or your last state of military service), that exception lets you register a 49-state vehicle here even if it's nearly new.
Common Newcomer Mistakes
- Waiting for your old registration to expire. The 20-day clock runs from residency, not from your old state's renewal date.
- Assuming a recent out-of-state emissions test counts. It doesn't—California requires its own inspection.
- Buying a nearly-new 49-state car right before moving. See the 7,500-mile rule above.
- Going to the DMV first. Get the smog check done beforehand and save yourself the second trip. Wondering what to bring to the smog check? Usually just the vehicle and your out-of-state paperwork.
