Why Does My DMV Renewal Notice Say “STAR Station Required”?

You open your DMV registration renewal and instead of the usual “Smog Certification Required,” it says “Smog Certification Required at a STAR station.” If you're wondering whether you did something wrong, whether your car is more likely to fail, or where you're even allowed to go now—relax. It's routine, and for drivers in Pasadena and the San Gabriel Valley it's especially common. Here's exactly what that message means and what to do about it.

What Is a STAR Station?

The STAR program is run by California's Bureau of Automotive Repair (BAR). It began on January 1, 2013, replacing the older Gold Shield program, and it certifies smog check stations that meet higher, inspection-based performance standards set by the state. Certification is voluntary—stations earn it by consistently performing accurate, high-quality inspections, and BAR continuously monitors their performance to keep it.

There are two kinds of STAR stations:

  • STAR test-only stations — perform inspections but no repairs (this is what Lake Smog Test Only is)
  • STAR test-and-repair stations — perform both inspections and emissions repairs

The key rule: only STAR stations may inspect “directed” vehicles and gross polluters. If your renewal notice directs you to a STAR station, a regular non-STAR station cannot legally certify your vehicle. For a broader look at station categories, see our guide to the types of smog test stations in California.

Why Was My Vehicle Selected?

Being directed to a STAR station is not an accusation, and in most cases it has nothing to do with anything you did. Vehicles are directed for a few reasons:

  • Random selection. California law (Health & Safety Code §44014.7) requires at least 2% of vehicles in enhanced program areas to be selected at random each year and tested at a STAR certified station. Los Angeles County—including Pasadena, Altadena, and the entire San Gabriel Valley—is an enhanced area, so a lot of local drivers get this notice purely by lottery.
  • Vehicle profile. The state directs some vehicles whose make, model year, and history statistically carry a higher likelihood of emissions problems. This is about your car's category, not your car specifically.
  • Test history. Vehicles that previously failed a smog check or were designated a gross polluter must be certified at a STAR station.

Does This Mean My Car Is More Likely to Fail?

No. The inspection at a STAR station is the same smog test your car would receive anywhere else—same equipment, same procedures, same pass/fail standards. The difference is the station's certified track record of performing inspections accurately, not a stricter test. If your car is in good running order, testing at a STAR station changes nothing about your odds.

What If I Accidentally Go to a Non-STAR Station?

This is the mistake that costs people time: if your notice requires a STAR station and you test somewhere that isn't one, the inspection won't count toward your registration renewal—you'll have to be re-tested at a STAR station. Before you drive anywhere, check the station's signage or simply ask, “Are you STAR certified?” Reputable stations will tell you straight.

How to Handle a STAR Notice in Pasadena

  1. Bring your renewal notice (helpful, though not required—the station can look your vehicle up). Not sure what else to bring? Here's what to bring to a smog check.
  2. Drive 15–20 minutes before you arrive so the engine and catalytic converter are fully warmed up.
  3. Get tested at a STAR certified station. The test itself typically takes about 15 to 20 minutes.
  4. Renew your registration. Results are transmitted to the DMV electronically, so you can usually complete your renewal online the same day.
