How Smog Testing Has Improved Air Quality in California

It's easy to forget how bad it used to be. In the 1960s and '70s, Los Angeles was the smog capital of America: eye-stinging haze, school days when children were kept indoors, and mountains—visible today from any Pasadena street corner—that residents sometimes couldn't see at all. The transformation since then is one of the great environmental success stories in the country, and vehicle emissions testing has been a central part of it.

Why the Los Angeles Basin Had It Worst

Geography dealt this region a bad hand. • The Smog Check Program launched in 1984, requiring periodic inspections so that emission controls actually keep working over a vehicle's life—not just when it rolls off the lot.
• The program was strengthened in the 1990s with enhanced testing in the smoggiest regions (including all of the Los Angeles basin), and again in 2013 with the STAR program and modern OBD-based inspections that read the vehicle's own diagnostic computer.

The Bureau of Automotive Repair has estimated that the Smog Check Program removes hundreds of tons of smog-forming pollutants from California's air every single day by catching high-emitting vehicles and getting them repaired or retired. The broader payoff is visible from your own driveway: the severe ozone alert days that were once routine in the South Coast basin have become rare events, even as the region's population and total miles driven grew enormously. Cleaner air means fewer asthma attacks, fewer respiratory hospital visits, and—on most days—those mountain views Pasadena is famous for.
